How to Login to the IP Address?

Please let me know that how to login to the IP address. I am trying to acess it but it's not working. If anyone knows then help me.

As you may know, each device connected to a computer network that communicates using the Internet Protocol is given a numerical label known as an Internet Protocol address or IP address. An IP address identifies a device and creates a connection to it.

There are about 26 billion devices connected to the Internet, but with over 4 billion IPv4 addresses available, not all devices connected to the Internet can have their own IP addresses.  Without an IP address, the device has no way of identifying itself on the network.

As a result, the Internet Assigned Numbers Authority (IANA), a US private non-profit company that oversees the global allocation of IP addresses, has the potentially disastrous consequences of IPv4 address exhaustion: private IP addresses.
